Durant les premières années de l’indépendance et de la Réforme à Genève (1534-1544), le Petit Conseil de la ville joua un rôle crucial. Alors que l'histoire des institutions genevoises est relativement bien connue, un examen approfondi des registres du Conseil de cette période révèle de nouvelles perspectives sur sa structure interne et la dynamique de sa classe dirigeante. De nombreuses études portent sur les Conseils, mais couvrent de longues périodes ; ce travail cherche à mieux comprendre une période spécifique réduite.
Le Petit Conseil, composé de syndics (magistrats en chef) et de conseillers, avait apparemment une hiérarchie pyramidale, les syndics étant au sommet. Toutefois, le concept strict d’« échelle d’honneur », clairement défini plus tard au XVIIe siècle avec un tableau imprimé montrant l’ancienneté des conseillers, pourrait ne pas s’appliquer pleinement à cette époque plus ancienne. Les registres précoces du Conseil présentent des listes de présents en colonnes, sans ordre fixe et constant, bien qu’une ordonnance de 1492 ait dicté un ordre spécifique de vote, incitant les secrétaires à séparer syndics et conseillers en colonnes distinctes dans leurs dossiers. De plus, des membres du Conseil des Soixante (LX) et du Conseil des Deux Cents (CC) assistaient occasionnellement aux réunions du Petit Conseil et étaient rémunérés jusqu’en 1537.
Alors que les syndics détenaient des rôles définis, la hiérarchie parmi les conseillers était plus nuancée, vraisemblablement basée sur la personnalité, le rang social et la compétence. Le placement des conseillers dans les registres se stabilisa vers 1538 avec l’arrivée d’un nouveau secrétaire, Pierre Ruffi, montrant deux groupes de noms permanents de chaque côté des syndics. Cependant, même l’ordre parmi les syndics n’était pas uniquement déterminé par l’ancienneté, l’âge ou le lieu de résidence. Il semble que les syndics sortants exerçaient une influence sur l'« assiette » finale (soit k'ordre de préséance) fondée sur divers facteurs personnels et politiques.
Le rôle des secrétaires comme Jean Janin (qui modifia la structure des registres en 1492) et Pierre Ruffi (élu en 1538) est essentiel pour comprendre l’organisation des Conseils. Ainsi, en février 1539, Ruffi rédigea la formation pyramidale des nouveaux membres élus qui persistera plusieurs siècles.
Toutefois, des difficultés apparaissent dans la compréhension des registres en raison même de l’état embryonnaire des processus administratifs au XVIe siècle. Un petit livre de comptes, partie d’un ensemble plus vaste de 1535 et 1536, retrouvé par hasard, révéla des incohérences, telles que des divergences sur le nombre de séances enregistrées et de présents.
